And price them a lot cheaper too. Why does EVERYTHING to do with photography have to be so expensive

But getting someone else of dubious or at least unproven competence to do it is not necessarily the panacea you seek.
So that rules out 99.9% of the "box shifting" stores then

No, after donning my rubber safety trousers, I kept my eyes firmly shut and fingers tightly crossed

We bought the our grandson "100 things to do with a dead cat" book for his birthday, they have 3 cats at the moment could be interesting
I'm sure I've read that book. You can use a dead cat as a first class paint roller.

Disregard the above, I didn't immediately realise that a CPL has a rotating part.

Thanks for looking anyway. I think I'll just have to keep turning it until I "break it in" or break it

This is a cracking little lens actually. I got one as part of a bundle I bought but won't bother to sell it because of the low prices it fetches. Jim should enjoy his.
This link shows how to repair (with a lot of luck) this item

Enough of this photography talk! Anyone would think it was a photography forum
In the spirit of getting away from the topic of photography, an anecdote from my past:

When I was a lot younger people would ask my mum if I was working, to which she would reply, "No, he's on the trawlers".

I think there's a 28mm f2 which does justify a hefty price, as it posesses 'Zeiss DNA'. Perhaps the sellers of 35mm f2 lenses see the price of those and mark their prices up accordingly, or maybe even hope a purchaser gets confused?
What is Zeiss DNA ? does it mean you can clone your own lenses from a few stem cells.
