There's a lot of this sort of nonsense going on in the USA today, as police departments come to resemble little armies, and seem all to willing too "roust first" and ask questions later. Photographers' rights are but one manifestation of this sort of nonsense. Google the state of Alabama's new anti-immigration law to see how police states can come into being.
