That PCSO was a complete ass, as for the police officers who arrested just on the say so of a PCSO what a joke.
As a police officer, I may of asked her why she was paying attention to the CCTV system alot, but there are ways and means of asking people questions that they do not have to feel harrashed, if you are a good copper you can even find out what you need to know, with out them even knowing you was asking them questions.
So yes as a policeman I would of found her actions of filming the CCTV alot very odd, and yes I may of asked her questions, but I think the PCSO took the wrong approach to it, he was an ass from the off, and had already made up his mind where that situation was going.

I just read my posts and sound such a jobs worth, sorry if I'm boring people, I just get peed off when people walk all over people. I feel photographers have the right to take pictures.

The criteria to prevent a crime is even more restrictive, you can only use this power to prevent injury or damage to property. So an example is if someone(man 1) is swinging an iron bar at someone else(man 2) and you can prevent man 2 being injured, so no physical pain or damage has occured, you may arrest and use reasonable force.
But you can not use it to stop someone taking pictures. There are no powers in criminal law that allows a civvi to arrest a photographer for taking pictures. Infact there are more powers that protect you the photographer.

A PCSO cannot arrest unless it is for a indictable offence they are not a fully trained police officer, (I don't have much dealings with PCSOs being traffic, but I know they do not have the same powers as me.) and then it is only to hold him at the scene untill a Police Officer can deal with the offence. If they hold you for any other reason, they are then commiting the offence of false imprisonment.

The only thing you can make an arrest for as a citizen(The only person who is not classed as a citizen is Police Officer and British Transport Police.), is what is called a indictable offence. Examples being Theft, burglary, criminal damage, murder or assualt.
A indictabe offence is any offence that can be passed to crown court for trial. You are under no legal obligation to provide your details to any one, other than a police officer, and then only in the course of their investigations can they ask you provide these details.
And that is the only powers of arrest, that any citizen has.

I asked a photographer what he had been taking photos of today, while in police uniform, but it was because I was trying to see if he knew of any good locations for me to try. He said the Water falls near Glyn Neath were really good. He was a wealth of knowledge.
