The 16-45 looks great but I was hoping for something a little more usable in lower light so it may be held back by F4; which brings me to the Tamron or the Sigma. The Tamron seem to have the edge on IQ, from what I read, and is a fair bit cheaper but I will try before I buy.
I would not worry too much about f/4 versus f/3.5; f/4 versus f/2.8 (as in the new Sigma 17-70 Contemporary) is another story; but don't forget that the Sigma 17-70 Contemporary is a variable aperture so at the long end it's f/4.

Sigma 17-70 Contemporary is also a good candidate. And obviously the (newish) Pentax 16-85. I would prefer the former but have no experience with either.

With regards to 'soft images'; have you tried to adjust the AF.

'Washed out colours' might depend on the settings; see page 154 of the (English) manual. It can also be a matter of overexposure; did you do a 'reset to factory defaults'?

And yes, the K20D is not a low-light champion. But another (faster) lens will not really help as you will run into the issues just a little later. And a f/2.8 lens will result in shallower DOF (when used at f/2.8 ), also not something you always want.

Can't help with the question, but you can remove the focusing screen ('above' the mirror) and try to blow the dust out.

Be careful not to scratch the screen.

I can't talk for Pentax as I was a Minolta X700 user in the days. All lenses except for the (kit) 50/1.7 came with a lens hood.
28/2.8
70-210/4
35-105

Most of my 2nd hand Taks also came with hoods (85, 135, 200, 300). Exception were the 55/1.8 and the 50/1.4; the latter came as part of a kit I bought on Saturday and does not even have caps

So my conclusion is that most lenses used to come with hoods. But 2nd hand is always tricky; people simply loose the stuff.

Clean contacts (lens and body), reset camera to factory defaults. If that does not help, it sounds like a visit to the repair centre.

I only had my K-5 lockup once with the 55-300 and in AF-C mode (I don't use that mode often); had to remove the battery.

Maybe a bit late, but consider TAv; set shutterspeed at 1/100s or faster and aperture to you liking. Camera will take care of the ISO (but set a limit like 100-1600 or 100-3200).

When using flash, make sure that you switch to Av or M and ISO is set to a fixed value (100 or 200 but depending on needs). If you don't, the camera will probably still pick a high ISO and that might defeat the purpose and can result in overexposed images.

I suggest to shoot RAW+; you will have the RAW in case you need to fix things up.

Every new Pentax camera I have had has been zero shutter count but if you used an old memory card that already had pictures on and didn't format it first then this will affect the count as it will show those on the card as taken by the new camera and carry on from there. (hopefully that makes sense).

Saying that I wouldn't be in the slightest bit worried if it had a few hundred clicks.
I thought using a memory card containing images transferred image file numbers rather than the shutter?
You're correct

The exposure time might not change if you use auto-iso because you leave it up to the camera to decide what to change and by how much.
