The Picasso was well full on return from France, so the fact that the odd bottle survived isn't a worry.

What is a worry is we've nearly run out and aren't going back until next year!

That and the boss has just realized she can get a 10 litre box of rose in the fridge....

"Authority" tends to defend itself vigorously when challenged, it's probably the nature of the beast.
That's because it can afford expensive, though not always correct, barristers for it's defence. Most cases brought against "Authority" are spongers wanting compensation for nothing more than being an idiot.

In the case of the OT the complainant has a just case in wanting to practice a quiet hobby in a public park, there's no noise, danger or disturbance to other users. Unfortunately the "Authority" seems to so wide of the mark they appear to be in 1950s Russia!

RIPA doesn't allow councils to use anti terror methods to spy on dog owners. Any such covert surveillance by an enforcement authority is now unlawful unless authorised under the act. In other words, RIPA actually restricts councils (and to a lesser degree the police, who don't give a toss anyhow) from conducting such surveillance, and requires the enforcement agency to justify the need and extent. In practical terms, it has all but prevented such surveillance taking place.
Spot on, and any video equipped vehicles or personnel HAVE to be marked up as such. My works bike is.

Regarding dog fouling, when ALL councils have adopted the cleaner environment act they will then have the power to prosecute. We do but only when we see the 'crime' being carried out.

Most people clean up, those that don't try all sort of excuses to avoid the fine (up to £1000 at present) not seeing it as their duty to clean up after their own animal.

On the bright side these people are getting fewer and the parks here cleaner.

I raised a question on a similar line a while back, it's here

There's some links in the thread regarding conversions as far as I recall.

Looks interesting Stefan, could make the next generation of EVIL finders almost as good as optical ones.
