have a look at This
Bit more expensive but does the same thing, i've recently bought one and pretty pleased with it. if you want a cheap option to see what there like the next edition of practical photographer is giving free gels away with it.

Other than that the link you provided will hold the gels in place for you.

my best advice would be pop into a smaller computer shop, they will generally have 2nd hand pc's, ask for 2.2ghz dual core or better, 4 gig of ram, windows 7 and dedicated graffix, 512meg-1gig. As your not wanting a monitor or anything else this is your cheapest option without being forced into a package, and should cost you around 150-200 pound.

The bit about 2gig of ram is slightly off ball but nearly right. Windows xp will only see a max of 3 gig of ram, anything else would be wasted, so as long as your running vista or windows 7 you will be fine with more.

Having said that when i upgraded to windows 7 i only had 3 gig of ram and still not got round to upgrading yet. i am running a 2.2ghz pentium dual core with 3 gig ram and a 512 high deff graffix card, i have no problem what so ever with photoshop cs4 extended edition which also has the video/web/3d capabilities that still work fine.

My laptop is 2.2 duel core with 4gig of ram and non dedicated graffix so shares the system ram, that also runs photoshop without a problem.

I would reccomend a custom build pc from a smaller local computer shop, you will get better service and support from them and they will build exactly what you want.

If your anywhere near bristol give me a shout i'll build one for you.

In summery, a qaud core is more than enough probably too much if you can get a dual core cheaper. 4gig of ram will be fine, more is always better but then your paying for it and if you dont need it why bother. Dont use onboard graffix always go dedicated, will most likely be pci express you can get a half decent one with 512meg-1gig off the net for about 30 quid.

i just use unsharp mask also like john says, seems to work for me. i use CS4 extended, but unsharp mask should be the same on all of them.
