I already run Kaspersky Internet Security Suite, with occasional runs of Malwarebytes to double check, on all the PCs, and behind the router firewall and Virginmedia's own AV protection as part of their cable ISP services. Kaspersky and Malwarebytes are set to run full and deep scans of all the disks on each PC, and not "quick scans".
Also, IE11 on the PCs is set up to flag all cookie requests for manual agreement to install/not install them.
This level of local protection means that they very rarely find very much at all (it is a LONG time since any of our PCs got infected!), so I can't accept that malware infections are the cause of (at least my) problems with this site.

You might be right, but its worth doing a couple of checks:
1. Review and disable any unnecessary add-ons in Internet Explorer 11: http://windows.microsoft.com/en-gb/internet-explorer/manage-add-ons#ie=ie-11
2. As you have such a tight security policy on your computer, as a test, maybe you could check if speed improves by a) auto accepting cookies, b) temporarily disable any browser add-ons that deal with security (ie: site checking plugins/linkscanners).
I understand there may be hesitation in addressing point 2, but this is simply a performance check. In the past, others have found that security software can be over cautious and seriously bog down a browsing experience.
I'm here to help and by troubleshooting through your problems we may find something we can do on our end.
