more usefully, it means you have much less strict rules and don't need a certificate of airworthyness from the CAA (which, thanks to efforts at deliberatly wrecking Concorde by everyone from Harold Wilson in the 70's to BA 40 years later, you aren't going to be able to get for Concorde now).
Still shooting in the dark (literally and metaphorically)...
