Also can you make lamp posts and marks vanish if they are obscuring the photo? I think they call that a clone tool.

Keeping in mind that your editing requirements now, will almost certainly change in the future. Photoshop Elements (PSE) is good, I believe that Lightroom (LR) is much better.
Go for LRnow and if you need to use layers later, fork out for whatever version of PSE is current at that time. Personally I think it'll be a very long time before you think you'll need PSE, if ever.
Someone suggested Adobe Photoshop Elements 7, but is 11 the better version please?

Look at it like this Louise:
A remaindered version of Elements 10 is going to give you what you want now, and give you room to grow in the future.
It is easy enought to start with (the sort of stuff you listed) but with potential to do a lot more - and sooner or later you will want to do a lot more.
If you want to do more monochrome, then Elements 10 has given me some good results in club competitions, but I understand that Lightroom 4 is better.
There is a good price on LR4 at Amazon right now (and I have a copy on order), and a lot of my local club members prefer it to E10 (and to anything else).

Is Elements easy to use? I can't find a college course that teaches you how to use it.
I am not looking for the latest version, just one that's easy to use where I can change the size of the photo's, and make a gift CD as you can on Picasa.
Thanks.
