I would look at the Vanguard ball-head range. My SBH-100 model is excellent value IMO and real quality.

I have been given a Manfrotatto tripod quite a a sturdy one. I now need to buy a suitable ball head. Prices seem to vary alot is it worth paying the extra for a brand name or are other options worth a consideration.

I have 2 Beike ball heads, one large (Beike-03) and one smaller (can't remember the model #), the Beike-03 at around £15 is superb value.
Cheers
Brian.

Bought 3 tripods this year...first one as I needed it right there and there was a 40 quid Hama - rock steady but a pain to operate and it squeeks! The aluminium coating on it started chipping just after few uses. So would not recommend at all. I than got a Manfrotto and it's a night and day as expected - http://www.manfrotto.co.uk/293-aluminum-kit-tripod-3-sections-with-ball-head-qr - somewhat above your budget and only up to 4kgs but it suits my needs perfectly and I can't recomment it enough.

And last, my son picked up photography for his A levels this year and we needed to buy another one - having somewhat limited budget we thought we give this a shot - http://www.amazon.co.uk/XCSOURCE%C2%AE-Profeshional-Portable-Magnesium-Aluminium/dp/B00KNJ2QUA/ref=sr_1_7?s=photo&ie=UTF8&qid=1441356954&sr=1-7&keywords=tripod. Figured we can always send it back if it's not to our liking. However, I can honestly say, that other than a brand name, quality is not much off the Manfrotto I have. For the price, I think it's great. Sturdy, fairly compact, supports more gear the the Manfrotto, ball head is smooth. It even uses a similar mechanism to operate. Guess it's a knock off. Either way, an awesome one. It is heavier though.

If you don't have heavy equipment the Manfrotto 290 is amazing; if you do, I'd give the last one a play. You might like it.
