I think that the 'background' doesn't carry enough interest to warrant its complexity. It competes too hard with the figure. Perhaps a shop window or less intrusive wall might have been a better choice?

I like the jogger, but after reading the word 'statue' in your post it took me quite a while to actually find it in the photo
I think Mike has a point too, the background does have rather a lot going on. The jogger seems almost incidental.

Interesting photo, but I think it needs to be cropped to make the jogger more the focal point.

Aim is to get motion blur on a subject walking past a focal point, the statue was the focal point which in a lot of other shots was nice and clear, i felt this more appealing with it being visible through the blur, also wanted to keep the water feature in.
