Council said that what they had written was perfectly clear Well of course it was - it had been passed by the Legal Dept and they had spent hours, said the Council, going through each clause to make sure it said what they intended it to say
Someone didn't realise that horses were animals they meant dogs but said animals [ can't imagine how they were going to keep foxes and squirrels out ]
And so it went on - my husband enjoyed himself re-writing their regulations and submitting them for approval

I'm sure that's right. The problem seems to lie with the chaps at a lower level who draft the documents. Their abhorrence of the comma and hyphen, in particular, means that many legal documents don't mean what they're intended to mean. Other lawyers will get the gist of them because they don't use commas or hyphens either, (preceding comma optional) but lot of legalese doesn't stand up to scrutiny.
I've had many a colourful discussion with lawyers about this, but the result is always the same: you end up paying them a lot of money.

Certainly wasn't passed by the Common Sense Campaign.

Anyway - back to Mr pants.
I should have worked this out earlier. I got rather frustrated last night (for which I apologise to the forum) then it struck me.
He latches on to an discussion very probably on the side which is completely untenable, but this does not matter, because he is never actually going to answer a question or try to justify his stance. Rather, what he does is to twist questions back to inflame the argument.
So next you go "trippity-trop, trippity-trop" across his bridge---
