Do you mean you want to ' mix together' the images , sort of combining their exposures for a sort of HDR result? Or are you talking about combining actual subject elements, like adding a different sky for example?
In general with layers you can control the amount of 'blend' on the layers palette with each layers opacity setting, which is a percentage scale slider. This will fade the visibility of the layer precisely and allow the lower ones to come through.

Not HDR not a fan of this technique. What i'm after is , i expose one shot for the sky and one for the foreground then go into PSE7 and combine the two together .
