it could help correct perspective? like a tilt and SHIFT lens? I doubt it though

Sometimes getting a tripod dead level isn't easy, especially with cheaper kit, so if you were say 2 degrees out, it could be easier to adjust that in camera.
Getting level with my Manfrotto 405 head is easy because of the easy fine adjustments available on that head, but most people run at the sight of a £300 price. Our Manfrotto pistol grip ball head is very difficult to do very fine adjustments on due to its design, so this feature is very welcome (well it is for the Wife as I would use the better head!)

That seems to imply it just shifts left, right, up and down.
I would find this feature useful when taking pictures of products using a tripod when I want to leave only a minimal margin around the subject. It would save having to setup the tripod so precisely, or cropping.
It's obviously just a minor feature that came as a by-product of another. It probably costs vrtually nothing to provide, so it doesn't matter if you don't need it or think it's silly.

It provides rotational adjustment as well. Ideal for getting horizons straight in-camera.

It'll have an auto levelling option, so you won't even have to use arrow keys to get the horizon straight.
