With a tripod the SR should be switched off. The lack of movement will potentially cause feedback loops as the SR mechanism will be trying to find shake that isn't there.
With a monopod it's less clear, but as there is still some movement maybe the SR will be useful.
Why not run the experiment and let us know how it works out?

I think it's more down to how long the exposure is. On tripod you tend to use very long exposures and small errors in the shake sense to shake adjustment creep in.

What is certain is that the SR works very well with telephoto lenses. Our success rate with marginal shutter speeds is very high, and I'm pretty sure that all our telephoto shots are sharper.
However, there is still no substitute for a good solid tripod.
Unfortunately, because I find tripods really cramp my style.

I used the 400mm Pentax-A f5.6 series lens with my K10D to photograph at the Brentwoood Town Cycle races with the SR on and I got shake-free shots hand held, balancing myself on some straw bales, and of course I had to use manual focus.

This shot was taken hand held at 1 second and 18mm, in a diesel car with the engine on tickover. It's quite a smooth diesel, but nonetheless.

Thank heavens you weren't holding a camera phone....I don't think it's illegal yet to hold a camera whilst driving!

I have another problem.
I quite often take photographs of boats that are moving along and going up and down from my own boat that is also moving along and going up and down
