Could someone please tell me how to C-P in PSE9?

perhaps PSE9 is different from PS.

In PSE6 an easy way to do it is to create a copy layer (ctrl-J).
Press B for the brush tool and choose a medium soft edged brush. In the option bar change the mode pop-up menu to colour for the brush tool.
Set the foreground colour to black (D) and begin painting on the photo. it will remove the colour from all the areas except the area you want to keep - don't brush over that.
Not perfect but a good starting point.

There are other ways and probably much better ones, but that is the one I found.

copy the layer than convert that to black and white, then select rubber and rub away the black and white to produce colour.
sorry duplicate layer.

or quick select what you want as colour, select inverse then convert that to balck and white, then tidy up if you miss bits by quick selecting and convert to black and white.
