Yes. You have made it art, which the graffiti artist didn't quite manage to quite pull off. You've finished his job for him (or her):D
Only criticism is the chimney being cut off. If you have a version with the whole chimney then I think it would change it from a good image into an excellent one. I do agree with Jonathan.
