I like this as I have a few in exactly the same theme.
The lighting effects on the water globules are good as it is a reversal of the actual scene.

Lot's of potential but you have just too much non detailed foreground. Had you moved in or framed closer to the sea weed, then that would have made a huge difference.Maybe a crop across the bottom would help?
The scene is wonderful, needs a little bit of detail bringing out on the rocks behind the sea weed.
Hindsight is a pain but helps. Fill flash on the rock with a little -EV on the fl ...
