Like the autumnal colours(bet it looked even better a couple of weeks earlier), but what is going on in the lake ?

That is a "Solarbee Aerator" unit. Basically a big solar powered mixer to stir up the water a bit.
They had a huge algal bloom problem in the lake several years ago and this was brought in to bring the levels back under control. It was a perfect storm of seasonal conditions that lead to unprecedented algal growth which turn the water fluro green in colour!
