I was intrigued by the shutter speed, are you sure it was 1/250th: because those streaks of rain look quite long.
It would also benefit from a bit of noise removal, if you haven't got that in Elements try "Neat Image" which is free to download.

Thanks for the comments. The info from PhotoME says 1/250. Seem to recollect it was about that plus around f5.6. It was lashing it down at the time (last Saturday). If the sparrow is, say 6 inches, then the rain spot has shifted, say an inch in 1/250 - that's, hum.... 7 feet a second...4.8 miles an hour. Won't that be about right?

Good timing, and a pleasant sight. Is the photo really a 100% crop? If it is it looks pretty sharp to me.
