Not sure if it is what you want but saw a rainproof messenger bag advertised today on the LOMO website, link.
They make lots of waterproof bags and are well respected in canoeing/diving communities. Very robust kit and good on their prices.
Only link i have with them is I have some of their bags.

Manhattan Portage wax finish - the one with the label in the middle of the flap. made in large and medium sizes. With a padded insert they make nice camera bags. The flap can be used with and without the velcro fastening.

The Barbour wax finish bags are also very nice. I would really like a Tenba messenger at a decent price : )
