Pentax F70-200 or 50-200 kit lens for best iq?

Lens design has moved on apace, so I wouldn't be surprised if the 50-200mm turned out to perform better on a DSLR.

But with a bit of lateral thinking, I'd use the 55-300mm instead, which is probably much the same weight as the F 70-200mm.
