Yes Spad is right dont make things complicated, When I started doing web design I quickly learnt (and I know this is harsh, but true) There alot of really stupid people out there! (and ime not talking about "computer illiterate people!)
Are you planing on codeing the site ureself or useing a template designer or what?

Why do you want one is a good starting point.
Yup thats a good start! Why do you want one is a good starting point.
Usually the first step to building a site is simply to ask why you are building this site, what its use will be, who will be looking at it, who its target is etc etc.
Once you have established this you can start working out "how" bit.
Simply how the site is going to look, feel and work.
Do some plans on paper of what you would like. This obviously needs to be based on whether or not you are doing it yourself, and how much experience you have of html, css, java, php etc etc.
Or are you going to use a online site builder such as moonfruit.
Or are you going to get it done professionally.
As has allreayd been mentioned you also need to consider webspace packages and domain names.
These can cost anything between £5 and £0000's!
I have used easyspace, streamline.net and a few other.
I try to get the packages that register a domain for you as well as offer you space, this saves time and sometimes money as well.
When buying these remember to consider how much space you will need, if your going to be puting up lots of pics you might need alot!
Also when registering a domain name think about the SEO side of things.
Make sure it is relivant, short and easy to remember.
I hope thats some help to you, if you need any other info IM me
Thats a good base for you to start anyways, But as a wise man once said:
To find a point at which to commence a project, the best place is at the start!

If it's just for photos there is the option in Lightroom that will generate your webpage for you.
Just make sure you decide exactly what it's going to be for.
Will you be selling photo's? Don't forget storage costs if there are large quality photos as most hosting companies will charge per MB.
One option is to keep the photos on flickr and just have the website linking to them.
Here is a company I have dealt with in the past: Net Central
The have their own datacentre and basic hosting is £5 a month including registering a .uk domain name.

I use 1 & 1. Used them for about 5 years and never had a problem. Packages start from very cheap. www.1and1.co.uk
Another really important consideration is bandwidth. Most hosts will charge a flat fee, but then impose additional costs if you use more than your allowed bandwidth.
In effect, if you site is popular and people keep looking at all your pictures, each one they look at uses some of your allowance. Once you go over you have to pay more.
One way around this is to host your photos elsewhere (eg Photobucket) and link to them.

I have a basic Wordpress based site to share photos with my social media shy family. I find it works rather well. It's a fairly easy learning curve to set one up. I use TSOHost, even their shared hosting is pretty good and they have excellent customer service which is always nice when you are starting out.
Wordpress is free so the initial cost is the cost of a template, should you opt for a premium one - between 40-60 USD; or you can browse a number of free ones as well. Some are lovely. So essentially you need to buy a domain, which is a yearly cost of 5-10 GBP and a monthly hosting plan - cheapest is fine, with a decent host, again, somewhere around a fiver a month..
I'll be happy to help guide you through it should you opt for that.
P.S. We appear to be 'sharing' a quote

Your internet service provider may already offer you website hosting as part of the deal, and even have a domain name for you.
A very fine quote to share btw
