I've been using Dreamweaver for the past 5 years. Time saving, simple. Good to use when you have many sites to update on a daily basis.

I second the hand coders, I use notepad & Ultraedit; Ultraedit colours your syntax for you and has an excellent find-and-replace tools, you can also write your own tag library (v useful, as the default is v outdated).
My only use for Dreamweaver is if I have to update tabled layout sites. It's a terrible memory hog and doesn't display a lot of CSS properly. The integrated ftp is nice but it only takes 2 secs to do this in a separate prog, I like FlashFXP.
For learning hand coding I'd recommend a beginners book on XHTML together with "Beginning CSS Web Development" by Simon Collison. Then "Bulletproof Web Design" by Dan Cedarholm and Collison et al's "CSS Mastery", it's the same sort of level as the Bulletproof one but a lot of different stuff.
I've found these sites really useful: alistapart.com, 456bereastreet.com, veerle.duoh.com, collylogic.com, and css-discuss.org
Lastly, if you're having designer's block then the CSS Zen Garden is a great place to recharge your batteries.

Haven't a clue what my OH used to build the site, but I use J album for our photos on it. I find it easy to use and on the whole I like the results. Some of the skins are a bit naff but there are good ones there too.
If even an idiot like me can use it it must be easy......

An update on Taco and Galerie. I am still using Taco, but I have finally become comfortable with using Extensis Portfolio as the web-page generator as well as the database. So from now onwards it is Taco and Portfolio for my image web pages and Taco for the rest.
