It can't be a reference to the Royal Electrical and Mechanic Engineers so perhaps a misspelling of the American slang - which could be taken several ways.

btw - back to the image. I know it was posted to show the, cough, 'weatherproofing', but I think it's actually a good composition and all it needs is a bit more contrast to richen up the colours. nice shot

the boat was just going around the bottom mark and he was getting into position ready for the close hauled run out to the upwind mark.
It was a fantastic event loads of fun, weather overall OK.
