PSE9 can't edit video unless you got Premiere Elements with it.
You could do a search for free video editing software that could do it, but I fear Steve is right and you would have to do it frame by frame.

For editing Sony has some great software but haven't tried Adobe products yet though...

I'll assume you aren't willing to buy (or illegally download) software for this task!
Open Windows Movie Maker. Go to 'View' and select 'Timeline'.
Click 'Import Video' from the menu on the left and find / click on your clip.
Drag the clip onto the video timeline. (If it has come in in several shorter clips, select them all first, right click on them and select 'combine'.
When the clip is in the timeline, right click on it and select 'Video Effects'. Scroll down and select 'Rotate 90'. Click 'add', and click 'OK'.
Job done. Now click 'Save to my Computer' from the menu on the left. You can also reduce the file size in this stage if you wish.

Thanks, Will, for your post.
However, I don't have W.M.M. on my computer & ,looking at the free downloads for same, I'm not that confident, either in their safety or my I.T. skills, to proceed!
And as this is a rare circumstance, the answer for my friend will be, I think, to open his laptop like a book on-end, to save any damage to his neck!!

Do a Google search. I once did that, and I found a free program to rotate video, but I just can't remember the name. It's on my computer at work. If you're willing to wait till Monday, I'll get you the name.

It's under 'Accessories' in XP. Never knew it existed - not a programme area I visit often.

I downloaded one of the many free ones on Google but it only did the first couple of seconds! I'm afraid I just got bored with it & wandered off!:
I am on Windows 7. If Movie Maker is on it, I can't find it!

(Unusually) I took a short video today, to send as a "get well soon" greeting to a dear friend. I shot it "portrait".I can't see a way to rotate it on my screen, it is "landscape"!
I don't want to add to his troubles by having to make him view it sideways!!!
How to rotate video, please.
In PSE9?
In Windows 7, media player?
