Do you have it set to 3 second timer or remote by any chance? Then the SR is automatically switched off.

i'm having a similar problem. When i go to the control panel after pressing info the SR is not highlighted so i can't select it.???????
I'm still playing around with it so here's hoping.

Bulb mode also inhibits SR (on the K20 at least).

Have you switched it on in the menu? Page 3 or so of the first menu- I think it is off as standard and needs switching on there.

Sorted it out on my Kr. Can't select Shake reduction in timer mode. Also found out that the HDR can't be selected when shooting raw.
It takes many reads of the manual for it to all slot into place.
