I'm with Ian in thinking it is to protect the electronics during the lens change. Lenses and the camera bajonet have electronic contacts that might be shortened in a way not too healthy for the electronics. I did the odd change when I had forgotten to turn off the camera and nothing happened. But better be safe than sorry.
