Adobe also publish Premiere Elements - just like PSE is a cut down version of Photoshop, so PE is a cut down version of Premiere.
If you're familiar (and happy) with Adobe products then look no further.

Definately recomend Premier Elements.
I bought it in a twin pack with Photoshop elements for 99 pounds
Very easy to use and some good in built transitions that you can tweak yourself to suit. You can add several different audio tracks and fade between them. you can add stills, multiple format video files etc.
I have used it for numerous mini projects and videos.
The only advice I can give is to get a second HDD cause video files can very quickly become HUGE compared to image files and get as much memory as possible cause generating the output file is a slow process when rendering DVD or MP4 (it goes frame by frame).

Premiere is notoriously unstable and crashes with anything approaching heavy use.
Much better is Sony Vegas Platinum 9 around £70. If that has too much in the way of features then there are lesser versions. You can get a free 30 day fully functional trial.

If you have an HD Camcorder, then you will need some serious power under bonnet of your PC.
The wife bought a Panasonic HD camcorder then had to buy a new PC to run Pinnacle Studio 12* on it as my machine couldn't cope with the frame rate. Not withstanding the need for a 4 core, 64 bit processor, Pinnacle is a good package - not much it can't do. Will keep her occupied for hours on end editing and compiling movies to burn onto DVD. Good for the music collection as well, never have the right music available to go with the images being compiled.

* now out in version 14

I don't know about Premiere Elements, but I have owned various versions of the full Premiere, and I have to say that it is now very much more reliable than it used to be.
It used to be dire; it is now no worse than many other programs. Microsoft Excel, for instance, is no better. However, it may well be worth using an Intel processor.

Don't you mean a nvidia graphics card because Premiere CS5 is optimized for Cuda?

I already use PSE for my stills, so I'm familiar with Adobe's style.
