Photoshop help requested

Could it be the Refined Edge button that appears below the top menu when you pick the selection tool?

First let's make clear if you are talking Photoshop or Elements.
Refined edge is a relative new tool that feathers the borders of a selection with a lot more control. Found in Photoshop (CS3 and up) and Elements.(6 and up)
The tool you describe sounds a lot like:
A# quick selection tool, found on your tool bar under the magic wand or above the text tool( PS elements)
or:
B# Magic extractor. This is found on your task bar under the option image.(rather large tool what uses a new screen when opened.)
This is also found in elements.
