I can't see a Buy it Now on that one either - can ebay sellers choose which markets to offer B.I.N to?

I'm quite sure that ones auction only. I would be surprised if ebay varies from country to country.

Careful here! He is a very good seller (I dealt with him a while ago) UK Customs will have you for Import VAT. You will have to calculate this in on the price!
