Passport size photo

The answer to the question you asked is Image > Resize.
Why do it that way, when you may need more than one passport sized photo? Certainly, you will need two for a pasport application.
I did a simple template in Powerpoint - two vertical and two horizontal lines, the correct distance apart. Roughly resized the picture in PS, saved as a top-quality .jpg, imported into the Powerpoint template and then dragged into size. The whole job took just a few minutes.
Now you can copy and past the resized picture a number of times (putting the new one into the horizontal tramlines) and save it as a Powererpoint slide. Print onto cheap A4 Photo paper from your favourite cheaper grocery store and trim to size. If you are picky, you can remove the tramlines first, but you may find them an aid to trimming.
Do note that there are other requirements for Passport photos (pose, background, etc) that you have to comply with as well. Keep the original powerpoint template, others in tha family may need it.

As the Doctor says, the requirements are pretty specific link. One rather pernickity lady in a post office near Aberdeen regularly rejected 90% of the photos submitted for a pre-application check, most produced by professionals. Make sure the background's white and and evenly lit.
Edit: I see they seem to insist on a "light grey or cream" background, although I've always used white without a problem.

I did my families last ones against a white with a very small touch of green!
I just wish they would also accept the image file - along with the signed print. I have seen one where the result was awful - blotchy red all over whereas the original was perfect. Their scanner must have aligned with a specific pattern of one colour on the print.

Also what image size to take first.
As photo's have to be pro quality.
Quoted as "Photos must be professionally printed and 45 millimetres high by 35 millimetres wide."
