I think if you want to limit the downloadability a bit further, you might be better off choosing a Flash based gallery. Personally I'm not a fan of those but they just make it a bit harder to grab your images off the site.
If you have Lightroom you could have a look at the Flash galleries that are built in there. They have tons of options as well.
http://slideshowpro.net is a pretty good one too and I think they have a version where you dont need lightroom...

You can try Arc Soft. http://www.arcsoft.com/en-us/index.asp
HP sells photo album that can be done with a free Arc Soft program. You can do your prints with the Arc Soft software, then insert them in a binder designed to hold them together. The kit even comes with the HP Advanced Photo Paper needed to get started. It comes in 4 X 6 format and 8 1/2 X 11.

I am not talking about 3rd party web sites like Flikr - zenfolio etc but software that allows you to :-
a] build album pages with thumb nail view and large image view
b] shows exif data so you don't have to add it to every photo as a title
c] allows down loads only to those with permission
to add to your own website.
I have found and tried web picture creator [ very basic] not enough features
and webeasy photo gallery which also works but you have to tell every photo individually to shop exif data which is also a time waster. it does upload whole directories containing image files which is great but not great.
any suggestions any one?
