...no one can. In essence retailers can do pretty much what they want to with prices. Also RRP's went the way of the dodo many years ago.

Here (Québec), by law, the advertiser has to sell at the advertised price, and they must have enough goods in stock to supply a normal demand. If they don't have the advertised items in stock, they have to give you a "rain check" so you can get it at the advertised price at a later date.
