Just tried it here with both (Windows XP SP3 and Windows 7 Ultimate, all are up to date with latest updates) and had no problems opening in either.
Maybe the file got corrupted whilst downloading?
Try downloading again and it should be working (Make sure you get the windows version and not the Mac one!)
