I've got the battery grip attached to my k200d, and if the camera switch isn't on, it ain't takin' a photo with the grip button.
Going into the power management menu on the camera, it shows the batteries at full tilt in the camera and grip. Perhaps it's a firmware issue? Are you using a Kx0d?

The camera body needs to be switched on - the on/off switch on the grip just controls whether the shutter release and other controls on the grip are acrive or not. The battery in the grip will still be used as appropriate whether the grip is switched on or not.
