Haven't raed the whole thread but get rid of kludge Anti-Virus programs. They might as well be a virus.
I stopped using AV programs over 10 years ago and enjoyed 10 years of speedy computing. My machine currently takes about 45 seconds to boot up.

The only machine I would feel happy not having AV on is Linux, and I still have the program there to make sure I'm not unwittingly passing viruses on (it doesn't run all the time, I have to tell it to scan particular files/folders).

Use Microsoft's own AV - Security Essentials. Doesn't hog the machine, doesn't fight Microsoft's firewall and works.

I think you will find that if the processor Is'nt up to scratch then it won't matter what cleaning or upgrading you do it won't make any difference.
A lot of these freebie laptops will have lower grade processors so if you can afford to change the processor then do so if not get a new laptop with a more upto date spec. All I know is that you can't beat a Intel Pentium processor of some sort, but steer clear of a Celeron as it is slower. So check the speck of the one you have to see what the processor is.
By the way I use Vista and it fits my needs very well.

Would try to create a Ubuntu live CD to boot from and see if you like it. Reasonably low power requirement, easy to set up, and a total cost of 1x blank CD.

AFAIK, the Norwegian oil company Statoil rejected Vista and kept running XP until recently. Then they started implementing Win 7 onshore only, giving it a thorough test before going offshore. Makes sense to me.
Unbelievably, the Shell oil company moved to Vista -- just as 7 was being introduced. They spent a lot of time tinkering with it first, but I'd love to be a fly on the wall in their IT department(s).

I've removed Microsoft Security Essentials (MSE) from all of my machines because of well documented issues on the web.Use Microsoft's own AV - Security Essentials. Doesn't hog the machine, doesn't fight Microsoft's firewall and works.
MSE 'fights' with other AV software causing temporary system freezes, even when any other previously installed AV software is removed.
I now use Avast for AV protection and Advanced System Care Pro 3 for malware. MalwareBytes seems good too.

I use MSE on my netbook, having removed the "free" Norton which came with it. I have had absolutely no problems with it. If you remove the previous AV program correctly there should be no clashes. Obviously you cannot run two AV programs on one machine without they fight.
I use Avast on my PC, simply because it is on there and I can't be bothered to change again. I got rid of AVG from the PC because it was getting greedy and slowing things down way too much. Should Avast do the same then I will install MSE.
The PC runs Windows 7 HE, having run Vista before with no trouble. The Netbook has Windows 7 Lite or whatever the heck it's called.
