Fly, Wasp or Bee ... ?

Or even hover fly

I have labelled it as a Fly in Flickr but not so sure now.

Looks like a bee to me, and a not very happy one at that. Clues:- Black antennae, generally hairy all over, pollen stuck to its hairy body (biggest clue).

Because of the waist it's probably going to be a bee or a wasp. My guess would be a bee, perhaps an Andrena of some sort.
