Flowering Palm (in Surrey)

I took this in a neighbour's garden. I think that it might be from a Windmill Palm. Can anyone with horticultural knowledge positively identify it? To give you a sense of scale, the 'flower head' is about 18 inches long.

Taken with a K5iiS and an old manual Vivitar 28mm (A03 version).

I can't identify it from that photo. A bigger shot showing the whole tree might be better.

What I do know is that those flowers will come to nothing unless there is a male tree close by. Palm trees are either male or female and need each other for the female to produce fruit.
