Page 96 of the manual explains everything.
You cannot have fixed ISO in green, Tav pr movie modes.

Richard, I'm sorry, I know I keep questioning you on this, but I am still confused. You say you can set a fixed ISO in Tav??? Surely this is a contradiction, completely illogical .... Surely a fixed ISO in Tav is exactly the same as manual mode ...ie fixed ISO and controllable time and aperture values? Same thing isn't it ....Others will comment, but looking back up I see you have a k-5 camera. Something looks to have changed between that series and the k-30 that I have.
In my k-30 I can select a fixed ISO value in all the modes you list, or I can select a band from which the camera is allowed to pick from. This came up recently but it appears that behaviour is different n the more modern camera bodies.

Also, how can you have a variable ISO in manual? What would it change in response to? Manual is not an auto - exposure mode ... Or does this variable setting turn it into an auto-exposure mode?

Double checked now in hotel room. TAv no, it's floating ISO range only.
Manual, yes, there is an option for fixed or floating range.
Camera is in manual in this photo. Hope this works on iPhone!

In TAv I think the ISO is always on auto but you can set the Min and Max values. Have you tried using the INFO button navigating to "ISO AUTO setting" (top left of Screen) use the front and rear wheels to set the range you want
