Starwars fans probably have a darth maul double ended light sabre somewhere.
Or cover a stick in 3M SOLAS (retro-reflective) type tape and use a light source near the camera lens. There was a you tube vid I saw of people who used a similar method for making themselves look like dancing stick men from a vid.
Or the mother of all glowsticks.

You can look for tubes that you can use for under your car, those mostly run at 12 volt DC so in range of battery power.
Don't know how long they will last on batteries though.

ordinary florescent tubes plugged in or lit with black lights work nice but are breakable...

dollar stores bargain stores have light up lite sabres for a couple bucks this time of year for halloween.

Me, if it was just for a short one off type shoot, I'd go as cheap as possible....
make buy or build a simple tube, then take an ac inverter ( I got lots layin around) and an yank a battery out of one of my motorcycles, or just use one of those ac/dc car starter battery paks we got layin around to power it up...
flourescent mechanic type worklights have the added benifit of being water resistant...

The DIY LED route is a real bind, I made strips for under shelves before you could get the retail strips and its fiddly. You end up spending as much on the parts and time as you do the commercial products.
This kind of thing and a 12v sealed lead battery would be DIYable.
