AF540 versus the competition; question about AF assist

I posted this on pentaxforums as well a couple of days ago; different people might have different flashes so might be able to shine their light on the second question in the quote.

And somebody might have an idea about the first question.

The first question is if anybody here knows why this limitation exists?

And the second question is if similar models of the competition (Metz, Sigma, ...) have the same limitation?
