The more bits the more resolution their is for the results of digital calculations before the results is rounded off. simply put, the more bits the more mangling you can do to the image with less degradation.
IOW best to do all your processing in 16 bit and then reduce to 8 bit at the end to save as a JPG or other 8 bit format

What could be the limiting factor is the software itself. As some of the functions were greyed out it sounds like you have an older version of Elements. Elements 6 doesn't allow image manipulation in 16 bits though files can be opened and resaved in another format such as a 16 bit TIFF.
As other have said it is better to work in 16 bits and do the final save in 8 bits if possible.
With Elements 6 you can change the bit depth in the Image/Mode setting. So transfer the raw file in 16 bit and convert it to 8 bit if you need to to work on the file.

I do 64 bit!

I have elements 10, i will work in 16 bits from now on and switch to 8 if i need to use any of the grayed out tools.
I am not very good with elements so use only the very basics.

When you open a raw file, at the bottom of the window it shows 8 bits/ channel which you can change to 16 bits. does this give a better image or should i just leave it at 8 bits.
Also i noticed some functions are grayed out with 16 bits and you can only save in about 5 file types.
