To add a frame to an image in Photoshop Elements (8) I tend to do the following:
Images > Resize > Resize Image - set to desired size without frame.
Images > Resize > Canvas Size. Ensure Relative is ticked. set the width and height - say 2px for each, and then set the canvas extension colour. Click OK.
If you want to do a double frame, repeat and use a different canvas extension colour. ...

Great capture! Every time I see a bullfinch, it's the other side of a very "twiggy" tree, and can't get a good shot!
