if you are going to a road rally a flash is usally ok if your worried put up a simple board at the side of the road saying flash just to warn the driver,s as for lens you are close to the road so a 18-55 sould be ok try and get to a hairpin bend as the car are going slower water splashes are also good to watch and photo set the lens to wide open and use a powerfull flash hope this helps good luck
