I'm not sure you could improve this shot using a polarising filter. But I've never tried to use my filter after the sunset.

I see. So would a filter stop all the blown highlights I get when I take pictures during the day? I've so many shots ruined by the top third being too bright

What's your opinion about the gradient ND filter? I think so you need that.
