I guess it is some kind of artistic representation of the main activity of St-Nazaire in western France - ship building...
Or the vast ribs of some long-gone sea monster...
The ambiguity is there, the structures looking both artistic and functional,,,
But more artistic...
Gigantic back-scratcher or comb...
Sort of barbecue device...
Or gallows for some particularly heinous crime,,,

For me it does angle toward Sci Fi with the blue tone.
