It is a Male Kestrel and you are very lucky to get a shot this close.

I've always confused sparrowhawks and kestrels but eventually got to recognise the latter by their grey and reddish brown colors so David's conclusion confuses me even more! With the Big Boys Book of Birds in front of me I would say this is not a kestrel but my knowledge is limited. Nice shot, whatever!
