Why is there always a lamp post in the way?

Behind me is a tower block that has remained empty for as long as I can remember. You can see its reflection. Friars' House was originally tennanted by the Crown Prosecutions Service and has sat empty since they left, some years ago. Now, believe it or not, Coventry City Council is building an even bigger one slap between the two (out of shot, just to my right).
Is it me or does this seem barmy? There is no car parking provision for ANY of it either because the bloke who designed it doesn't drive and believes everyone should ride bicycles or use public transport
