The Fuzzy Dice hanging for the rear view mirror was a common add-on from those day's of custom built cars. This type of car was made more popular in the Movie "American Graffiti" that Harrison Ford drove. Back in those days, Dice and other artifacts were not much against the Law, as they are today. It obstructs the rear vision. And Fuzzy Dice!
